Xarxa de Ciutats i Pobles cap a la Sostenibilitat (the Network of Cities and Towns for Sustainability ) is an association of municipalities which currently has about 290 members. Created in 1997, the network focuses on sustainable development and promoting sustainability policies among its members.

The annual SPP Regions Networking and Capacity Building event was held on 18 May together with the Launch of the Catalan Green Public Procurement Networking Group. The Catalan Green Public Procurement Networking Group was launched with the aim of encouraging coordination, exchange and collective action involving leading authorities to promote and implement green public procurement in Catalonia.

What have we been up to?

  • Two internal meeting on green purchasing focusing on green electricity (April 2016) and electric vehicles (June 2016)
  • Networking event held in Palma de Mallorca where the Balearic Network of Sustainable and Innovative Public Procurement was established
  • Market Engagement activities and piloting for tender for electric police vehicles
  • Assembly of Xarxa in Feb 2016
  • Seminar on Green Electricity purchases
  • Seminar on Sustainable Mobility
  • A one-day training on green public procurement held in partnership with the project Green ProcA
  • Set up face-to-face meetings with experts on methodologies and preparation of tender documentation
  • Creation of the Working Group of Green and Circular Economy
  • Organized two working groups on transport and buildings attended by 15 municipalities

Upcoming activities:

  • First meeting of the Catalan Green Public Procurement Networking planned for Sept. 2017
  • Development of a SPP Declaration
  • Joint procurement with ACM for 100% green energy in 2017
  • Presenting on SPP Regions at National Congress of Environment
  • Xarxa has started to work with the procure department of the municipality of Cornella for a renovation of the electricity supply contract

Results so far:

  • SPP tender support in green energy for Cornella municipality (€2,4m)
  • Best practice example: Municipality of Avia tender for green electricity
  • For the joint procurement of green electricity conducted by ACM, the following savings were achieved:
    - Emissions savings of 226,100 tonnes
    CO2
    - 833 GWh of primary energy saved
    - Economic savings of 10% of total expenditure
